The Birth of an Idea
The program is inspired by the French “Tibi Plan”, initiated by Prof. Philippe Tibi, an advisor to the French government, which sparked a wave of institutional investments in domestic venture capital and growth equity funds. The Polish version builds on this model, adapting it to local conditions and the role of development institutions in our financial system.
As part of Innovate Poland, a new investment ecosystem will be created, bringing together public institutions and private investors with the shared goal of economic growth.
How does the program work?
Capital from the program is channeled into investment funds that:
- operate on market principles,
- invest their own funds and those of other investors alongside funds from the program,
- independently select projects and bear full responsibility for investment results.
This ensures that the investment process is efficient, transparent, and in line with market logic.
The funds are repayable
Investments are designed to generate a profit, after which the capital is returned to investors and can be reinvested in subsequent projects. In this way, the program creates a sustainable multiplier effect and long-term leverage for development.

Innovate Poland creates a complete, modern financing pathway for Polish companies – from early-stage development (start-up) through to listing on the stock exchange. The programme enables companies to raise capital from professional investment funds that operate according to market logic. As a result, businesses can grow using domestic capital, remaining longer within the Polish economic ecosystem. This, in turn, helps retain skills, knowledge, jobs and profits generated from company growth.
